Thank you for the comments! I think you are spot on, I suspect too, across all states. Law Enforcement would focus on commercial (which gives them plenty to do in today's trucking world).

Quick follow-up to my own question... we did pry off the two silver plates with a small flat head screw driver (added some tape to flat head to protect the wood) -- they popped off... then there are screwes on the black plate to remove... we did replace the black rocker switch (6 pin) with a new one...
