I am looking for recommendations of a photography app that I can use to reduce the file size and the dimensions of photos I may wish to post on this website. Suggestions?

Windows comes with a program called 'Paint' which you can use to resize photos and some other very basic photo editing. If you want to try software that can do a bit more sophisticated stuff try 'Paint.net' available for free here: http://www.getpaint.net/index.html.

I use Paint.net mentioned above by Tom.
